Colorado Small Business Grants: A 2026 Guide to State, Federal and Private Funding
Colorado small business grants for 2026: state programs, federal SBIR, local grants and private awards, plus who qualifies and where to get free help.

If you’re looking for a grant to start or grow a business in Colorado, here’s the honest short answer: grants exist, but they are fewer and more specific than most “free money” lists suggest. Most are tied to a purpose (hiring in a rural county, commercializing a technology, training staff, exporting, creative work) or to who you are (women founders, rural businesses, university researchers). The good news is that Colorado has more of these programs than most states, and many founders never hear about them.
This guide groups the grants listed in the Colorado Startup Resources directory by where the money comes from, who it’s for and what it pays for. Every program links to its directory listing, which links to the program’s own site. Always confirm current amounts and deadlines there before you apply.
Before you apply: three things worth knowing
- Grants usually reimburse or match, they rarely hand you cash up front. Many state programs pay back a share of costs you’ve already spent, or pay out after you hit milestones like hiring.
- You should never pay to apply for a government grant. Be wary of any site that charges a fee to “guarantee” a grant. Directories like Grants.gov are free.
- If a grant doesn’t fit, a low-cost loan might. Colorado has a strong network of mission-based lenders for founders that banks turn down.
Free, one-on-one help with any of this is available from Colorado’s Small Business Development Centers. Start with the Colorado SBDC to find the office for your region.
State of Colorado grants and incentives
Most state programs are run by the Colorado Office of Economic Development and International Trade (OEDIT) or the Colorado Workforce Development Council (CWDC).
Advanced Industries Accelerator Programs fund companies and researchers in Colorado’s advanced industries: aerospace, advanced manufacturing, bioscience, electronics, energy and natural resources, infrastructure engineering, and technology and information. The Early-Stage Capital and Retention Grant supports businesses commercializing a technology that will be made or created in Colorado. It is competitive: one recent round drew 119 applications for six awards, with early-stage grants of $150,000 to $250,000 (CU Venture Partners, November 2025).
The Rural Jump-Start Program is one of the most generous programs for a new business willing to locate in a participating rural county. As of October 2026, OEDIT lists:
- Operating grants of up to $15,000, or up to $25,000 in a Tier 1 Just Transition community, matching 25% of operating expenses.
- 100% relief from state income tax, state sales and use tax, and county personal property tax, plus income tax relief for qualifying new hires (see the Rural Jump-Start Tax Credit).
- Participating counties include Alamosa, Delta, Fremont, Garfield, La Plata, Logan, Mesa, Moffat, Montezuma, Montrose, Morgan, Otero, Pueblo, Routt and more than 20 others.
The catch: you can’t already be selling in Colorado, you need a sponsoring partner (often a local college or economic development group), you must sell outside your county, and you must plan to hire 3 to 5 full-time employees by year three. Funding for the operating grants is limited and each county is capped at three awards, so talk to your local economic development organization early.
The Skill Advance Colorado Job Training Grant (formerly the Colorado First and Existing Industry Grant) helps businesses and nonprofits pay for customized training for their employees.
The State Trade Expansion Program Grant helps small businesses pay for international business development, such as trade shows and marketing abroad. Food and agriculture companies can also look at WUSATA FundMatch, which reimburses 50% of eligible international marketing costs.
For creative businesses and artists, Colorado Creative Industries runs the Colorado Creates Grant, its largest annual competitive grant, and the Arts in Society Grant, which funds arts projects that tackle civic and social challenges. Film and video productions should look at the Colorado Film Incentive, a tax credit of up to 20% of qualified expenses, or 22% in some locations that qualify as an Enterprise Zone.
Communities moving away from coal can find support through Colorado Just Transition Community Funding.
Tax credits, not grants: the Colorado Enterprise Zone Program and the Colorado Job Growth Incentive Tax Credit don’t pay cash up front, but they can be worth more than a small grant if you’re investing or hiring in an eligible area.
Federal grants: SBIR, STTR and USDA
If you’re building technology, SBIR and STTR are the biggest source of non-dilutive funding in the country. The Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs let federal agencies fund research and development at small businesses. STTR requires a partnership with a research institution. The National Science Foundation’s version is known as America’s Seed Fund. Colorado SBDCs and university tech transfer offices can help with these applications, which are long.
Rural businesses may benefit from the USDA’s Rural Economic Development Loan & Grant Program, which channels money for rural projects through local utilities.
Grants.gov lists every federal grant, but most are for nonprofits, governments and research institutions rather than for-profit startups. The SBA Colorado District Office can tell you which federal programs fit your business.
Local and university grants
Some of the most winnable grants are local, because fewer people apply.
- Denver: the Downtown Denver Retail Activation Program has offered local retailers grants to open in downtown storefronts ($15,000 in earlier rounds).
- Summit County: the City of Silverthorne Business Grant Program offers site enhancement and economic development grants.
- University founders: CU Boulder’s Get Seed Funding gives micro-grants to student ventures, and the Lab Venture Challenge awards grants to innovations from CU Boulder, CU Denver and UCCS. CU researchers should also look at the Center for Translational Research.
Local economic development organizations and chambers often know about city and county grants before they’re widely announced. Browse them by region in the directory.
Private grants for founders
Private grants are usually small ($1,000 to $15,000) and very competitive, but they are fast and come with few strings. Many are aimed at women and under-resourced founders.
- WomensNet Amber Grant: for women-owned businesses. As of October 2026, the site lists three grants of up to $15,000 every month and three $75,000 year-end grants.
- HerRise MicroGrant: $1,000 each month for under-resourced women entrepreneurs, including women of color.
- The Coramino Fund: $10,000 grants for entrepreneurs in under-resourced communities.
- She Seals the Deal Grant and The Breakthrough Grant: $5,000 each for women entrepreneurs.
- Shophand $5k Small Business Boost Grant: awarded three times a year for tech and growth challenges.
- Melissa Washington Small Business Award: an annual award of up to $5,000.
- NASE Growth Grants Program: for members of the National Association for the Self-Employed.
- Tory Burch Foundation and The Hey Helen Grant: support for women-led businesses; check current programs.
- Stanley 1913 Creators Fund and Hustler’s MicroGrant: small grants for makers and early-stage founders.
Starting a nonprofit or social venture?
The directory lists 149 foundations and impact funds, including the Daniels Fund, Gates Family Foundation, The Colorado Health Foundation, The Denver Foundation and community foundations from the San Luis Valley to Chaffee County. Most fund 501(c)(3) organizations rather than businesses.
Frequently asked questions
Does Colorado give grants to start a business? Rarely for a general startup, but yes for specific situations. The Rural Jump-Start Program is the clearest example of a state grant for brand-new businesses. Advanced Industries grants fund technology companies, and Colorado Creative Industries funds creative work.
Are there grants for women-owned businesses in Colorado? Most are national private grants open to Colorado founders, such as the Amber Grant, HerRise and others listed above. Colorado groups like Boundless Futures Foundation and the Women & Girls of Color Fund also support women-led work.
What if I don’t qualify for a grant? Look at mission-based lenders and loan funds, which lend to founders who can’t get a bank loan, often with free coaching included. Your local SBDC can help you compare options.
Where can I get free help with a grant application? Your regional SBDC and SCORE chapter offer free advising. See our guide to Colorado SBDCs by region. University founders can also ask their campus innovation or tech transfer office.
